第十八条 居民委员会成员候选人由社区党组织或者十名以上选民联合提名推荐。提名推荐候选人，应当从全体居民利益出发，推荐拥护中国共产党的领导、奉公守法、品行良好、公道正派、热心公益、具有一定文化水平和工作能力的人为候选人。被开除中国共产党党籍，因犯罪受过刑事处罚，利用黑恶势力从事非法活动，组织或者参加非法宗教活动或者邪教活动的，不得作为候选人。候选人的名额应当多于应选名额。居民选举委员会应当组织候选人与居民见面，由候选人介绍履行职责的设想，回答居民提出的问题。
